...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 1015 PM EDT THIS 
EVENING FOR NORTHWESTERN CHESTERFIELD, SOUTHEASTERN GOOCHLAND, 
HANOVER, HENRICO, CENTRAL POWHATAN, NORTHWESTERN KING AND QUEEN, 
KING WILLIAM AND SOUTHEASTERN CAROLINE COUNTIES AND THE CITY OF 
RICHMOND...

At 940 PM EDT, Doppler radar indicated heavy rain across the warned 
area. Between 1 and 3 inches of rain have fallen. Additional 
rainfall amounts of 0.5 to 1 inch are possible in the warned area. 
Flash flooding is ongoing or expected to begin shortly.

HAZARD...Flash flooding caused by heavy rain.

SOURCE...Radar.

IMPACT...Flash flooding of small creeks and streams, urban areas,
         highways, streets and underpasses as well as other poor
         drainage and low-lying areas.

Some locations that will experience flash flooding include...
  Richmond, Powhatan, Goochland, King William, Ashland, 
  Mechanicsville, Virginia Union University, Randolph Macon College, 
  Virginia Commonwealth University, Highland Springs, Downtown 
  Richmond, University Of Richmond, Tuckahoe, Bon Air, Saint 
  Stephens Church, King And Queen Court House, Hanover, Glen Allen, 
  Lakeside and East Highland Park.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

Please report observed flooding to local emergency services or law 
enforcement and request they pass this information to the National 
Weather Service when you can do so safely.
