* At 951 AM CDT, emergency management reported heavy rain across the
  warned area. Three to five inches of rain have fallen.
  Flash flooding is already occurring.

* Some locations that will experience flooding include...
  Red Oak, Shenandoah, Villisca, Hamburg, Sidney, Essex, Stanton,
  Farragut, Emerson, Elliott, Riverton, Coin, Randolph, Grant,
  Yorktown, Imogene, Northboro, Coburg, Hepburn and Waubonsie State
  Park.

This includes Interstate 29 between mile markers 1 and 12.
