The National Weather Service in Hastings has issued a

* Flash Flood Warning for...
  Phillips County in north central Kansas...
  Western Smith County in north central Kansas...

* Until 530 AM CDT.

* At 1132 PM CDT, emergency management reported thunderstorms 
  producing heavy rain in the warned area with numerous county roads 
  under water. Between 2 and 3 inches of rain have fallen. 
  Additional rainfall amounts of 0.5 to 1 inch are possible in the 
  warned area. Flash flooding is already occurring.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Emergency management reported.

  IMPACT...Flash flooding of small creeks and streams, urban
           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  Phillipsburg, Logan, Kensington, Agra, Kirwin, Long Island, 
  Prairie View, Glade, Athol, Speed, Cedar and Woodruff.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the 
dangers of flooding.
