The National Weather Service in Pendleton Oregon has extended the

* Flash Flood Warning for...
  East central Morrow County in northeastern Oregon...

* Until 700 PM PDT Tuesday.

* At 1237 PM PDT, local law enforcement reported that Lower Hinton 
  Creek is flowing with water running into fields and ditches. There 
  continues to be concern that there is another blockage on the 
  upper portions of the creek and water backing up behind it.  If 
  the blockage gives way suddenly flash flooding is possible 
  downstream through Heppner.  
  
  
PRECAUTIONARY/PREPAREDNESS ACTIONS...

In hilly terrain there are hundreds of low water crossings.  Do not 
attempt to cross flooded roads. Find an alternate route.

A Flash Flood Warning means that flooding is imminent or occurring.
If you are in the warned area move to higher ground immediately.
Residents living along streams and creeks should take immediate
precautions to protect life and property.
