Isolated flash and urban flooding impacts will be possible along the immediate Gulf Coast today as periods of heavy rainfall progress across the region. Any new flooding impacts will be completely dependent on the location of repeated heavy rainfall. With past rainfall totals (last 48 hours) bringing roughly 1 - 3" to portions of southeast TX and LA, top soils in southern LA and coastal southeast TX are wet (60 - 70%, 0 - 10 cm RSM, NASA SPoRT) and streamflows are running normal to much above normal (USGS). Therefore, there will initially be some storage available for additional rainfall, which will help mitigate flooding impacts. Urban, poor-drainage, and low-lying areas will be particularly vulnerable to high rain rates, especially in areas where redevelopment could occur this afternoon. Rainfall today may delay recessions on some rivers where there is ongoing minor-to-moderate (southeast GA) river flooding, which will persist through mid week. //Kirkpatrick $$
