.SYNOPSIS FOR NORTHERN CALIFORNIA WATERS...In the northern waters,
winds and seas will return to small craft conditions this morning
for both inner and outer waters. In the southern inner and outer 
waters, gusty northerly winds will continue at Gale force gusts
into this evening. Coverage of these strong, gusty winds will be 
focused south of Cape Mendocino, particularly for the southern 
inner waters.
