...FLOOD ADVISORY IN EFFECT UNTIL 315 PM EST THIS AFTERNOON...

* WHAT...Urban and small stream flooding caused by moderate to 
  locally heavy rainfall is expected.

* WHERE...Portions of central, east central, and south central 
  Virginia, including the following counties and independent city, 
  in central Virginia, Amelia, Chesterfield, City of Richmond, 
  Hanover and Henrico. In east central Virginia, King William and 
  New Kent. In south central Virginia, Dinwiddie and Nottoway.

* WHEN...Until 315 PM EST.

* IMPACTS...Minor flooding in low-lying and poor drainage areas. 
  Ponding of water in urban or other areas is occurring or is 
  imminent.

* ADDITIONAL DETAILS...
  - At 1215 PM EST, Doppler radar and automated rain gauges
    indicated heavy rain. This will cause urban and small stream
    flooding. Between 0.5 and 1.5 inches of rain have fallen
    since early this morning.
  - Additional rainfall amounts up to 1 inch are expected over
    the area. This additional rain will result in minor flooding.
  - Some locations that will experience flooding include...
    Richmond, Colonial Heights, Blackstone, Chester, Bon Air,
    University Of Richmond, Downtown Richmond, Virginia
    Commonwealth University, Tuckahoe, Virginia Union University,
    Moseley, Highland Springs, Mannboro, Mechanicsville,
    Chesterfield Court House, Bellwood, Bensley, Matoaca,
    Sutherland and Lakeside.

Turn around, don't drown when encountering flooded roads. Most flood
