The National Weather Service in Wichita has issued a

* Flash Flood Warning for...
  Harper County in south central Kansas...
  Sumner County in south central Kansas...

* Until 1115 AM CDT.

* At 714 AM CDT, Doppler radar indicated thunderstorms producing
  heavy rain across the warned area. Up to three inches of rain have
  already fallen. Flash flooding is expected to begin shortly.

* Some locations that will experience flooding include...
  Wellington, Anthony, Harper, Conway Springs, Caldwell, Attica,
  Argonia, South Haven, Mayfield, Milan, Hunnewell, Bluff City,
  Danville, Waldron, Freeport, Perth, Corwin, Riverdale, Runnymede
  and Crystal Springs.

This includes Interstate 35 between Mile Markers 1 and 14.
 
PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.

Please report flooding to your local law enforcement agency when you
can do so safely.
