  Elliott County in east central Kentucky...
  Northeastern Menifee County in east central Kentucky...
  Southern Rowan County in east central Kentucky...
  Northern Morgan County in southeastern Kentucky...

* Until 715 AM EDT.

* At 415 AM EDT, Doppler radar indicated thunderstorms producing 
  heavy rain across the warned area. Up to 1.5 inches of rain have 
  fallen since midnight. Additional rainfall amounts up to 1.5 
  inches are possible in the warned area through 6 AM. Flash 
  flooding is ongoing or expected to begin shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar.

  IMPACT...Flash flooding of small creeks and streams, urban
           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas.

  Morehead, Sandy Hook, Wellington, Salt Lick, Blairs Mills, 
  Wrigley, Lytten, Minor, Leisure, Wagner, Hamm, Blaze, Fannin 
  Valley, Craney, Little Sandy, Yocum, Wagner Store, Pomp, Farley 
  and Lick Branch.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the 
dangers of flooding.
