atmospheric river event will lead to rises on rivers, small creaks 
and streams. Flows in rivers may increase quickly and reach critical 
levels. Low lying areas with poor drainage may see flooding impacts 
as well.

the following counties, Benewah and Latah and Southeast Washington,
