warning for the following rivers in Washington...

  Cowlitz River at Kelso affecting Cowlitz County

.Confidence has grown that minor flooding will occur along the lower
Cowlitz River starting tonight. Therefore, this flood watch is being 
cancelled and will be replaced shortly by a flood warning.

River forecasts are based on observed and forecast rainfall and
temperatures, and they include current and planned reservoir 
releases.
