The National Weather Service in Tiyan Guam has issued a

* Urban and Small Stream Flood Advisory for...
  Saipan 

* Until 230 PM ChST

* At 1223 PM ChST, public reports indicated continuous heavy rain 
  and thunderstorms across Saipan with areas of standing water. This 
  will cause urban and small stream flooding. One to 2 inches of 
  rain have already fallen in recent hours.

* Additional rainfall of 1 to 2 inches is expected over the area. 
  This additional rain will cause more minor flooding of low-lying 
  and poor drainage areas.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Avoid driving into areas where the water covers the roadway. Flood 
waters are usually deeper than they appear.
