* WHAT...Flooding caused by excessive rainfall is expected.

* WHERE...A portion of eastern North Carolina, including the 
  following county, Dare.

* WHEN...Until 230 PM EST.

* IMPACTS...Minor flooding in low-lying and poor drainage areas. 

* ADDITIONAL DETAILS...
  - At 1126 AM EST, Doppler radar indicated heavy rain. Minor
    flooding is ongoing or expected to begin shortly in the
    advisory area.
  - Some locations that will experience flooding include...
    Frisco, Avon, Salvo, Waves, Buxton, Rodanthe, Avon Pier,
    Hatteras Island Fishing Pier, Cape Hatteras Lighthouse and
    Hatteras Ferry Terminal.
