...FLOOD ADVISORY IN EFFECT UNTIL 5 AM EDT EARLY THIS MORNING...

* WHAT...Urban and small stream flooding caused by excessive 
  rainfall is expected.

* WHERE...A portion of northeast Pennsylvania, including the 
  following county, Lackawanna.

* WHEN...Until 500 AM EDT.

* IMPACTS...Minor flooding in low-lying and poor drainage areas. 

* ADDITIONAL DETAILS...
  - At 301 AM EDT, Doppler radar indicated heavy rain due to
    thunderstorms, with rainfall rates of up to 3.5 inches per
    hour. While the speed of the storms will prevent heavy rain
    from lasting a full hour, 1 to 2 inches of rain are possible.
    This will cause urban and small stream flooding.
  - Some locations that will experience flooding include...
    Scranton, Dunmore, Old Forge, Archbald, Dickson City, Moosic,
    Olyphant, Clarks Summit, Blakely, Taylor, Jessup, Throop,
    West Scranton, Peckville, Oakhill and Winton.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.
