...FLOOD ADVISORY IN EFFECT UNTIL NOON EDT TODAY...

* WHAT...Urban and small stream flooding caused by excessive 
  rainfall is expected.

* WHERE...A portion of central Pennsylvania, including the following 
  counties, Cameron, Clinton, Columbia, Lycoming, Montour, 
  Northumberland, Potter, Snyder, Sullivan, Tioga and Union.

* WHEN...Until noon EDT.

* IMPACTS...Minor flooding in low-lying and poor drainage areas. 
  River and stream flows are elevated and continue to rise, with 
  water levels nearing or forecast to exceed flood stage in some 
  locations later today into Thursday.

* ADDITIONAL DETAILS...
  - At 834 AM EDT, Doppler radar indicated heavy rain. This will
    cause urban and small stream flooding. Between 1 and 2 inches
    of rain have fallen overnight and early this morning.
  - Additional rainfall of 0.5 to 1 inches is expected over the
    area. This additional rain will result in minor flooding.
  - Some locations that will experience flooding include...
    Williamsport, Bloomsburg, Berwick, Sunbury, Lock Haven,
    Shamokin, Milton, Mount Carmel, Lewisburg, Selinsgrove,
    Danville, Montoursville, Jersey Shore, Northumberland,
    Mansfield, Mifflinburg, Wellsboro, Kulpmont, Carroll and
    Cameron.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Please report observed flooding to local emergency services or law 
enforcement and request they pass this information to the National 
Weather Service when you can do so safely.
