...FLOOD ADVISORY IN EFFECT UNTIL 715 PM CDT/615 PM MDT/ THIS 
EVENING...

* WHAT...Arroyo and small stream flooding caused by excessive 
  rainfall is expected.

* WHERE...A portion of southwest Texas, including the following 
  counties, Culberson, Jeff Davis and Reeves.

* WHEN...Until 715 PM CDT /615 PM MDT/.

* IMPACTS...Minor flooding in low-lying and poor drainage areas. 

* ADDITIONAL DETAILS...
  - At 413 PM CDT /313 PM MDT/, Doppler radar indicated heavy
    rain due to thunderstorms. This is causing arroyo and small
    stream flooding. Between 1.5 and 2.5 inches of rain have
    fallen.
  - I-10/1-20 Split is the most likely place to experience minor
    flooding.
    This includes the following streams and drainages...
    Ninemile Draw, Cherry Creek and Herds Pass Draw.
  - Some locations that will experience flooding include...
    Kent.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Please report observed flooding to local emergency services or law 
enforcement and request they pass this information to the National 
Weather Service when you can do so safely.
