* WHAT...Very cold wind chills expected this morning with wind
  chill values as low as 5 below zero.

* WHERE...Portions of south central and southwest Arkansas, 
  north central and northwest Louisiana, southeast Oklahoma and 
  northeast Texas.

* WHEN...Valid through noon CST Today.

* IMPACTS...The cold wind chills could result in hypothermia if 
  precautions are not taken.
