At 400 PM EDT, Doppler radar indicated outflow winds from strong
thunderstorms, capable of producing winds to around 30 knots. These
winds were located along a line extending from 21 nm east of
Freeport to near Portland, moving east at 20 knots.</description>
        <instruction>Mariners can expect gusty winds to around 30 knots, locally higher
waves, and lightning strikes. Boaters should seek safe harbor
immediately until these storms pass.</instruction>
