The Rocky Broad River at Bat Cave was at 6.46 feet and rising at
1145 AM...and will continue to rise. At this level, some campgrounds
below Bat Cave in Rutherford County near Lake Lure may need to be
evacuated.
The Swannanoa River at Black Mountain Park was at 9.19 feet and
rising at 1145 am...and will continue to rise. At this level, the
river will exceed its banks and will flood adjacent low lying areas
including parts of Veterans Park.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
In hilly and mountainous terrain, there are hundreds of low-water
crossings which can be dangerous in heavy rain. Low-water crossings
can be submerged by flood waters quickly and without warning. Never
attempt to travel across flooded crossings. Find an alternate route.
It takes only a few inches of swiftly flowing water to carry vehicles
away.
The additional heavy rain will increase the risk of landslides,
especially in areas where slides have occurred in the past. Be
especially alert if you are near a stream, especially at the base of
a mountain or in a cove. Watch for loose-moving soil and rocks or a
sudden increase in streamflow. Leave the area quickly if this is
observed. When driving along roads where the terrain is steep or
rocky, watch and listen for falling rocks, mud, trees and other
debris.
When it is safe to do so, please report flood waters or landslides
flowing over roads or threatening property to the National Weather

* At 334 PM EDT, Doppler radar indicated thunderstorms producing
heavy rain across the warned area. Up to three inches of rain
have fallen today. Flash flooding is likely occurring or will
begin shortly.
* Some locations that will experience flooding include...
Morganton, Marion, Glen Alpine, Old Fort, Lake James State Park,
Table Rock, Lake James, Nebo, Ashford and North Cove.
* Flooding is also likely along Johns River.
PRECAUTIONARY/PREPAREDNESS ACTIONS...

* At 642 PM EDT, Doppler radar indicated training thunderstorms that
were continuously redeveloping across the warned area. Up to two
inches of rain have already fallen. Flash flooding is expected to
begin shortly. The heaviest rain was falling from near Camp Macall
Southern Pines and Seven Lakes, moving north at 15 to 20 mph.
* Some locations that will experience flooding include...
Southern Pines, Pinehurst, Aberdeen, Hoffman, Whispering Pines,
Pinebluff, Foxfire, Taylortown, Vass and Sandhills Game Land.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Excessive runoff from the heavy rain will cause flash flooding of
creeks and streams, roads, low lying and poor drainage areas. Do not
drive your vehicle into areas where water covers the road.

South central Rabun County in northeastern Georgia...
* Until 1245 AM EDT.
* At 646 PM EDT, high water on the Tallulah River has prompted
Georgia Power to release extra water from Lake Rabun Mathis Dam
and Tugaloo Lake. These releases, combined with the preexisting
high water especially on Tiger Creek, will lead to rapid rises
downstream of Mathis Dam.
* Some locations that will experience flooding include...
Tallulah Falls, Lake Rabun, Lakemont, Tallulah Gorge State Park
and Tiger. Shady Lane, Mathis Dam Road, and Old 441 will all be
impacted and portions of these roads may be flooded. Campgrounds
and other low-lying areas along the Tallulah River between Lake
Rabun and the Tallulah Gorge may experience rapid rises and flash
flooding.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Most flood deaths occur in vehicles. Do not attempt to cross
water-covered roadways, bridges, or low-level crossings. Only a few
inches of rapidly flowing water can carry away your vehicle. It is
